For changing themes, no. There's the theme switcher, but that only changes it for whomever is viewing the blog - it will still show the activated theme for anyone else. Buddypress has profiles that are editable

There is a plugin (can't remember the name) that disables all the dashboard feeds such as technorati and so forth. That will dramatically speed up your dashboard load times.

99% of it is shared but there'll be a few WordPress.com only features. Can't say either way about the new Dashboard but as it's simply a modified BOTD it should be easy to modify your own Dashboard to suit!
