Probably but I'm not 100% sure what your asking. Are we talking about "external links" set by the admin or the individual blog owners? Something random? The same outside page or something different each time?
Care to provide an example?

Not random, a fixed external link to redirect 404 traffic for each blog.

A link to a single specific page? I'd just drop it into the htaccess file.
ErrorDocument 404 http://whatever
Should work.
