For some reason the Add a Blog button is till present on the dashboard even though we disabled the option and currently have it set to - Only user account can be created.
We are using WPMU 2.6.5
any ideas on how to remove this.

Given the only place this is mentioned in a default install is in the Site Admin menu, I'm guessing you're using Buddypress.
You'll have to edit that plugin.

Where on the dashboard are you seeing it? And who are you logged in as? If you're logged in as the site admin, then you can still create blogs.
That's always been possible. The site admin can create whatever they like.
Login as a user and then see if it's there.
