Based on a tutorial (link) with modifications for WPMU 2.7 by César Rivera Martínez. The download link is crap, though.

download link worked for me. Installed and works without any problem.

If installed, does this ONLY work through the Admin panel for the WP MU install?

In other words, my other non-Admin users will not be able to see it or use it or do anything funny with it?

They've changed how this works in 2.8.x. so I'm not sure if the above still works.

If there is an is_site_admin check , and the menu item is moved under Site Admin, then you've locked it down to just you, but if it's really that important, then leave it disabled. Use your web control panel to edit the theme instead. (or do it offline and ftp it over)
