How to make plugin installed in admin panel automatically activated site wide?

How can I get a plugin I've installed (on my admin account) to show up on everyone's blog so it is automatically activated?

sorry but that seems wrong.

2.7.1 offers the options to automatically activate sitewide, as far as I mean this is for existing blogs.

I thought dirt2 was asking how to make a plugin automatically active for new blogs as well...
