    Can someone help or direct me on how to do this?

    I'm trying allow users to sign-up for a user account and blog, but I want them to be administrator of their own blog and not allow others to have an account under their blog. Any direction would be great...Thanks.

    Then send them to wp-signup.php. If they get a blog (and not just a username) then by default, they get what you describe.

    Other users cannot sign up under someone else's blog. They have to be added in the backend under the Users menu.

    You can remove the Add New User form from user blogs via the SiteAdmin-->Options page, too. The SiteAdmin can be the only one to add users to blogs via SiteAdmin-->Blogs-->Edit, as well.

    Thanks! Do they initially get setup as administrator when they sign-up themselves on the wp-signup.php page?

    Yes.

    But admin just on their blog.
