The problem has suddenly occurred.
can not add blog from the site admin(blogs).
the current environmen : Wordpress2.8.2(with Multi-DB) and BBpress

However, in the same environment, the test server will work well.

$wpdb value generated when the output wp_1_option,wp_1_posts... and the results are done debugging. so, user table is not generated.
But,New user db data is generated.

Was the site recently upgraded?

2.8.2 version is currently.
The problem was resolved.
added code -> wp-admin/include/upgrade.php:1407
The problem, according to a schema.php($wp_queries) on 1(blogid) value.
(ex)$wpdb->options = wp_1_options;

In other places where a newly created blogid, the schema was only 1(blogid).

I was the same version of the test server, I do not know why I did it.
