As an admin is it possible for me to use one plugin just for the main site and keep it hide for all the individual blog owners. I'm talking about a single plugin. If it's possible then how?

The plugin doesn't work for the latest wordpress mu version. I disabled one plugin for blog owners but it still gives the access to the individual blog ownwer. Is there any other plugin or the to do that.
