Does anyone know if there is a plugin that would allow a user to clone a blog in WordPress MU. I work in a education setting would be useful for instructors who want to use a new site each term but keep the same setup etc.

I've been looking for something similar for some time now. I think thing this would be pretty simple plugin to make, but haven't found one yet.

Default Blog...check the plugins at wordpress.org.

Blog Templates might be the better option.
