It's possible to limit activated plugins per blogs?

Darn near anything is possible in WP/WPMU. The question is, what does it take to write it? No, that's not an out of the box thing. Although, you don't have to let users have the rights to activate any plugins. So, I guess you can limit it manually by making people ask you to activate it for them. :)
