In file wp-signup.php I found the error:
Where using function apply_filter() (146, 198, 220, 285 lines) i must change it to apply_filters(), because apply_filter() not declareted in any file.

Hmm, broken on mine as well:

Fix appears to have worked. Gone to make a ticket over on the trac.
edit: Ticket already there. Added in solution.
edit #2: One got added in in changeset 717 but I'm amazed that the other three got by for so long.
