Hi,
I just installed a new version of Wordpress MU. The main site works fine and I am able to login without any issue. I created another blog through the MU admin. I am able to view the frontend of the blog, but I am unable to login.
I do not receive an error with I try to login, it just never brings me to the admin for the blog. It keeps cycling and asks me to login again. I am trying to use the admin login I setup for the main site.
Any idea's on what is going on here and how to fix would be great.

Man, where are all the old "refresh on login error" threads?
I am on a shared cloud host and do not have access to the server logs. I tried even created another login for the site and same issue. No error, nothing, just refreshes after I enter in the correct login information.

Some shared hosts disable MU from working properly. Ask your support team if they allow MU on your account level.
I checked with them and they assured me it is supported.
Is there anything I can add to the config file or .htaccess file that might make up for the issue?

Well, not without more info really. like a link to your site would help.
Also, there's a few dozen threads with the same issues. Fixes were different in some of them.
