    I think the words over at WordPress-MU faq page should be changed, right?

    You missed half of the faq though:

    However we highly recommend you get at least a Pro-blogger API key for your install and consider the enterprise licenses.

    No I didn't. I wrote: "I see the recommendation..."

    "recommend" should not get you "permanently blocked"
