Currently, other than User-theme plugin, is there a way to customize one theme that is static for each user? Basically a new top banner for each of the user's is required, and Usertheme doesn't work for me. Is there an easier way to accomodate this?

if it's just a new header on each theme, use the Custom image header function, then each user can upload their own header and not touch the theme.
