I'm using WPMU as a content management system. The site will consist of 9 primary sections, each of which will be setup as individual blogs. I know the list-all plug-in can show all blogs within the site. Is there away that when I have the blogs listed in a horizontal navigation format, that the pages within each blog can be displayed in a drop down menu when selected/hovered over?

Yes there is. You'll need to do one of two things. Either A) integrate a dropdown menu into the home theme, I recommend this one http://www.twinhelix.com/dhtml/fsmenu/
or B) try to find, install and use a plugin like these:
