After new blog registration, when new user enter to Admin panel, all plugins turn off in all site.. and when I enter to Admin panel, all plugins is off :(

I can't search this trouble in this forum.

And the plugins you are using are what? Include whatever's in mu-plugins.
But one of them is at fault.

For example: I'm turn on wordpress-thread-comment plugin. When I admin, I see that plugin in comments. When I'm register new user, I'm don't see that plugin in comments. And when I login Admin, that plugin is turn off.

Use plugin commander :)

Turned off on the new blog? If you want a plugin to be on all blogs you will have to put it in mu-plugin folder... Or use plugin commander as VentureMaker suggested. Or maybe a combination.

And FYI, threaded comments is built in in 2.7.
