Working for my college newspaper and advertisers are used to the local paper, with highly targeted ads (college students in the area, for the most part). So, to get similar CPMs online, GeoIP would be rather needed.
My question: is there a package that could switch Google or our own ads, based on the visitor's location (preferably down to the city level, if not then at least at the state level). The second-best solution would be adding ads when users are in a specific location.

Don't know of a free resource that gets you down to city level. Ozh has a plugin that accesses a free IP database -

Try OpenX. In the Delivery option, you can drill by continent, country, city. They have a free hosted version too.
I love checking geo-ip locators for my own IP. They are almost always wrong and a few hundred miles off. :D
Agreed. Usually says I'm in Hawaii. :)
