I'm wondering if MuTags (http://wpmudevorg.wordpress.com/project/MuTags) or WPMU Site Wide Tags (http://wpmudevorg.wordpress.com/project/WPMU-Site-Wide-Tags) are still in development, and if either one offers rss feeds for the site-wide catagories.

If you look at Donncha's sitewide tags plugin it creates a blog that aggregates all posts. Then you can have sitewide tags off that blog. That seems to be the best way. Problem is that it doesn't import all your previous posts. Not sure about the other solutions, just offering it up if you hadn't seen it yet.

Stupid question, do you have a sample code that allows you to display Donncha's sitewide tags/categories in the other blogs or themes?

As far as I know, there isn't. At least not included with the plugin itself.
You show the tag cloud on the tags blog or on the main site, whatever you've pumped it to.The other sitewide tags plugin has a function call you can place anywhere.
