Just installed wpmu and all the tables and entires were created properly. I did get some notices on installation which I'll stick at the end of this post. The home page shows up with the test entries showing.

The problem is that when I enter admin and the password it gave me at the login page, it just reloads the login page with no error message at all.

No, this is on Windows Vista Home Premium 32 bit, but I'm using Apache. This is probably the 20th virtual host I have set up on my computer so I highly doubt there is a server setting I missed.

I didn't do anything special for the install, just the basic things it asked for:

1.) created a db and user
2.) put wpmu into the root dir of my virtual host (which is "testsite")
3.) went to "http://testsite" and filled out the form
4.) clicked submit and got those notices (but all the tables were properly created in the DB and the default home page stuff works)
5.) Clicked the button to login and entered "admin" and the password

So two things here when I try to login:
1.) Correct Username/Password: Just get redirected to the login page again with no messages at all
2.) Incorrect Username/Password: I get a message saying it was incorrect along with another message telling me:

    ERROR: Incorrect password.
ERROR: Cookies are blocked or not supported by your browser. You must enable cookies to use WordPress.

Cookies are definitely not turned off. What a strange error message for an incorrect username/password.

"No, this is on Windows Vista Home Premium 32 bit, but I'm using Apache. "

But you are still on a Windows box. Yes it matters.

"3.) went to "http://testsite" and filled out the form"

Sorry, won't work. If you had used localhost, you would have received a message explaining you need something.something. The dot has to be there.

Ok, so I deleted all the tables and files. Then I changed the virtual host from "testsite" to "testsite.dev" and did a fresh install again. I still received all of those notices. This time however I was able to log in. Thank you for letting me know that my virtual hosts need a "." in them if I'm using Word Press Mu. Hopefully those php notices aren't going to be a problem somehow in the future.
