   See topic. I can add admins for specific blogs but not site admins. =/ How Do I do this?

   Site Admin -> Options.

   Look for "Administration Settings" in bold and
   "Site Admins" under that with a long text box to the right of it. underneath that, it says "These users may login to the main blog and administer the site. Space separated list of usernames."

   Any username in there will be a site admin.
