Why does data from deleted users remain in wp_usermeta, wp_signups and maybe elsewhere? Is there a good reason for that?

Because if a spammer signs up, for instance, and you delete their username and blogs, if their registration member is also deleted, then they can sign up again.
That would make sense if all users you delete are spammers. That is not necessarily the case.
Aren't there cleaner ways to blacklist spammers, without having all these ghost members in wp_usermeta etc.?
Is there a plugin that deletes users entirely, cleans up these fields in different tables?
It's a manual process.
