Every time I want to create a new blog with an email that previously used for another blog doesn't let me, appears:
Sorry, that email address is already used!
How do I do to change this? Trere is an option on the administration panel?

Visit the signup page while logged in. Then it will say you can get *another* blog with the same email address.

Yes, while I'm logged in I can create blogs as I want. The problem is an email for another person.

You cannot go through the signup supplying an email address of an existing user. If the user is not logged in when going through the signup WPMU creates a new user and a new blog.
As a site admin you can create a second blog for that user under site admin -> blogs. That, and what andrea_r described are your 2 options.
