Can i create a new blog, which don't create new tables in the database, but the blog settings and other tables added to the table of first blog, which was created during the installation Wordpress?

By default, no. Each blog is designed to have its own database in order to keep things separate.

It needs tables in the database becasue that's where it stores the data. Even if the settings are the same.
