Hello,

I have a problem I looked in the user-edit.php file to change the administration Color by default.

Every-time, A user is registering for a blog, The default color for the administration is Grey. He Will be able to change it to blue. ( but after his action).

I would like to change The color by default to blue. So when a user is gonna register i would like it to be by default Blue and not grey.

How can i do it?

Your best bet is to create a plugin and hook into the action that creates a new user. The Codex should have some info on how to do this.
