I'm looking for assistance on how to make it so when a user creates a blog on my site that there are some widgets there which cannot be removed.

How can I create a widget that appears on every blog?

An example of what I would like to do is...

    - have a widget that displays the most recent 5 or so blog posts from all of the blogs within the network.

    - have a blog roll links widget display on all blogs.

The most reliable way to do it is to hardcode it in each of your themes. There's code out there:
    http://wpmudevorg.wordpress.com/project/wpmu-blog-defaults

That lets you create default widgets, but if you want people to be required to keep them there, then it's best to hardcode them in the theme.
