non of mu-plugin (downloaded from http://wpmudevorg.wordpress.com/) appear in site admin menu after adding it to mu-plugin folder

If the plugin didn't add a menu option, then they won't appear no matter where you plunk them. Not all plugins have admin menus.

no no i try it before in another setup and it added to site admin menu ..
suggestion .. making a plugin that add a button to activate button in plugin page one to activate for all .. and another one to view - disable in plugin page for member
