WordPress MU

now i feel like an idiot but i cant get my head around how to make a footer with a menu in it.?

ex: a small footer that is
mmmmmmmmmmm
mmmmmmmmmmm
high with a menu inside it, ex: advertise, consept and so on?.
any ideas?
