WordPress MU

I must really be missing something. I have installed MU WP and whenI login as anadministrator I cannot find any place to manage plugins. I have read about plugman and have DL's it, but not ure where to put it. How do I manage plugins in MU?

My install does not have a mu-plugins directory. Where do I put it? at the root? In wp-admin?
