WordPress MU

I want to launch several new sites which will function like wp.com, but around a very specific set of topics. Looking through the WMU forums, I like the following sites ...

So, I need to hire someone with WMU experience to spec the job and then help me set everything up. If someone has an example of a specs document for this type of project, I'd greatly appreciate a copy so I can prepare efficiently.
