    How can I set "Fluency admin" plugin as new blog's default admin theme?

    Stick it in the mu-plugins folder. :)

    make sure it's not in a subfolder tho.

    what do you mean not in a sub folder?

    I extracted the file then it gives me a older named

    fluency-admin

    contains the following:

    wp-fluency-2.php
    resources(folder)
    readme.txt
    and 6 jpg files.

    I uploaded those files in mu-plugins folder..

    Yet it is not working.. please help

    It's probably a case where it thinks it should be in plugins, not mu-plugins. That leaves you 2 options - modify the plugin to work from mu-plugins, or put it in plugins and use something like Plugin Commander to auto-activate it.
