I believe the owners did that one themselves.

It also appears that iblogs runs off of either a *very* old copy of wpmu or an *extremely* modified copy. So chances are that the theme would not be compatible anyway.

There are plenty of wp themes that you can hack to work with wordpress. And creating a theme like iblogs should take you no more than 4-5 hours at most.
