When I am checking the sub-tables of the options settings per blog I notice that the blog_id = 0 for all tables. It feels redundant since the tables are named using the blog_id, but still: why is the blog_id field put on 0?

I have exactly the same question ... 1 year later. Why not filling blog_id value with it proper ID ?
In my version of WPMU, which is the latest, the blog_id option does not exist in any of the option tables. I do know that WPMU extracts the blog_id from the wp_blogs table, not anywhere else, because you need to know the blog id before you can even look in the option's table considering they are named using the blog_id (ex. "wp_12_options").
It's possibly legacy code from single-user WP.
