Is there a plugin that can create a page that dynamically updates everytime someone opens a new blog to put a link to their blog on that page? Or is there a plugin that does anything similar?

I am looking for the same thing. You might want to check out the WPMU-Recent-Posts plug in at http://wpmudevorg.wordpress.com/project/WPMU-Recent-Posts I have messed around with it but I cannot get it to do what I want it to. It shows the posts only by the main blog, and not the other blogs in the network.

If that doesn't meet your requirements then take a look at the other plugins on site.
