Is there a way to do a global post? Allow the administrator to post and the post is seen on all the blogs?

Well, if the dashboard is edited to show the feed of the main blog, then that's one way.

You could probably hack something together using a XMLRPC script as well, export out the list of URLs within your site and run through the script.

it would be intrusive to post on your users blogs, its better to hack the admin panel to show your main blog feed instead. its failry easy to do, one line to change in wp-admin/index.php

An intresting thing would be to make a sitewide comment though!
