Anyone know what script is being used on this site? ... I like all the categories laid out the way they are.

Why not ask them?
The city portion is probably hard coded. The categories I do using the sitewide tag system using a regular copy of wordpress that I described a few weeks back along with one of the heat map plugins. They're may be doing something like that.
