Pretty sure now after a while of looking.
Would like to have the functionality to have users register as non blog owners. (ie. Editors, Writers, etc.)
Register links that are on some templates fail because this is not there and does not work.

Is there a way to manually add users without blogs?

The commented code in wp-admin/users.php is no longer there. is this feature simply not being supported anymore?
Probably the easiest thing to do is to create an "empty" template that redirects to the front page, give the new user a blog, use the add user from community button, and then assign that user the empty template. if that makes sense.

Posted 18 years ago #I added this functionality by uncommenting the code as previously mentioned. I'm running an 11-07-05 distro of WPMU.
BUT this only allows you to register a new user from the Admin Panel, not from the front end as I suspect you desire to do.
