Am I supposed to be able to copy my custom theme's index.php file and rename it as home.php, then customize home.php so that when a user goes to the homepage of the site, the user sees the home.php content, but when he/she goes to one of the blogs, he or she sees the content of the index.php file?

Posted 16 years ago #home.php is theme specific, and is a theme file.
"Most" folks customize their own theme, and disallow other users from selecting it.
