I was working upgrade all blogs and I see some blogs home url is like url.com/wp-acticate.php?key=etc

please look this picture.

1- blogs are upgrated ?
2- how can I can solve this?

It's normal. It's just upgrading the blogs in the activation queue that are waiting for the signer-upper to finish the process.

but some urls dont have activate link in upgrade page?

Yup, some blogs have already been created. Those are the ones that are still in the queue awaiting activation.
