were can i find my plugin option in my mu admin panel or how i find were to activate them like in the normal wordpress ...

If you placed a plugin in mu-plugins, you DO NOT have to activate it. EVER. It does not show up on the "regular" plugin list.

(rinse, repeat, sigh)

Ok this is going to sound odd. I was testing Role Manager on my test installation.
I tried different versions but none seemed to work. I tried to add a new capability and a new role, but it still didnt work. I would get an error every time I clicked on a role or capability.

So frustrated I decide to deactivate it, but now the Plugins tab is missing. I have tried everything but reinstalling the server, and its missing. (Yes I have delete the settings and set them in the Site Admin -> Options.)

Has anyone else had this. Even my Administrator cant see the plugin page, and I cant go to it manually. It redirects me to the main page.

Any Ideas before I burn the test site and reinstall?

look at your admin menu.php. look there and see what you have.
