In http://www.wordpress.com we get a list of tags with corresponding blogs. for example, http://wordpress.com/tag/family/ leads us to a page with all blogs from wordpess.com under category family. I want to have something similar. Do I need a plugin for this?

Posted 16 years ago #I mean no disrepect but have you tried searching the forums for 'sitewide tags'? It's been covered in great detail in the past.
edit: There's even a thread on the front page of the forums discussing the topic.
