well the mail server you are trying to connect to is either wrong, down or very slow.

This happend to me as well and I was banging my head against the wall to find why this happens.
It's NOT a bug in the wordpress code.

It seems that the mail server which should send the mail is too slow to send the mail out and thats why this causes this error. It's happend a lot with Google Apps SMTP mail settings.

I just moved my blog to BlueHost.com and replaced the settings to their mail servers, and the problem disappeared.

I do use the ShiftThis SMTP swift plugin to send the SMTP and it works great.
