    I've tried to make a Custom CSS plugin, so I was wondering if people like to test it.

    What I'm not sure of is how safe it is, as it creates inline styles in the header of the blog hooking into wp_head.

    There's a variable called $badstuff where I've tried to strip out some bad stuff I could think of.

    But as written, it would be nice if someone could test this and give me some feedback on it.

    A quick suggestion although I've not tried yours. We use HTML purifier to scan our css content for our css editor. So far we've not had any issues or security concerns:
