Ok, install looks like it works, but the only things that load are the php scripts in the site root. If I try to create a new user, or just view the "About" page, I get 404 errors. For example http://mysite.com/about
Same thing for any new page I create. The pages are saved, and published, but they won't show up. Any help appreciated.
Does it work if you turn off permalinks?

What does error.log tell you?
Looks like it might be a permalinks issue. That suggests a mod_rewrite problem to me. I thought I had my mod_rewrite set up right, but I'm no Apache expert. I've looked through this forum and others on setting this, nothing has really helped. Any suggestions on how it really needs to be set on a Windows 2003 server running Apache? How can I test mod_rewrite outside of WordpressMU to verify its operating right?
The only thing that looks relevant in the error log are lines like this (with a real client IP address of course)
[Fri Nov 21 07:58:58 2008] [error] [client xx.xxx.123.77] File does not exist: D:/blog/about
