is this plugin needed any more? is it even still working? or does plugin commander offer all this plugin used to?

Plugin commander does it all :)
The only thing - plugin commander does not tell you what plugins are activated in some specific blog, while plugin manager does.

There's a job for someone looking to give back - merge the two, clean 'em up. :D
