Where should I create the "languages" folder ?!

I want to put - as default - the arabic language mo file?

I created the "languages" folder , but I don't know where to put it; should it be in:

wp-content

or

wp-includes

?!

And to make arabic the default language, should I make other modifications? In what files? where IN those files?and when; before installation or after?

Suggestions please?

p.s I'm using the latest wpmu virsion.

To make your language default for new blogs:

* put language files into wp-content/languages
* in wp-config.php add:
define ('WPLANG', 'ar');

I believe, ar stands for Arabic, if not - use a proper language code :)
