I have a customer who wants to create a new community using wordpress mu. The base installation is up and running. Now we need to ensure that each new blogger can
1. Post no HTML in their Posts (no img links etc.), only text
2. Posts can not be published without the site's editorial staff's approval (only Drafts allowed)
3. No Uploads (this got sorted by the admin console, but the uploads lightbox is still available for some reason)
4. Each blog has the same set of categories and can post to only those
