WordPress MU

Hi, Ild like to have my wordpress mu setup so that people can register their details, pick a theme and then pay to setup their blog. Heres the differnce, the blog would act more as a website where they could add pages, images and news articles. Everything else would be 'disabled'. This is because they will only need the most basic functions (add page/images/new articles) at first. Overtime I could add plugins for them etc... Has anyone seen this before? Is wordpress MU the right solution? Ive seen a similar system at getshopped and it works really well.

yeah, people tend not to read anymore, just want to be spoonfed the solution.
why bother reading all those links and form his own opinion when they can just ask here?
