Since I haven't been able to find any CSS editor plugins with great reviews or without security issues, this seems to be an exciting possibility...

Yep, that one works exactly like the WP.com one does. (with a couple extra features they got from one of our themes)

Why not use the one that already exists? Matt's been asked for this previously but we're still waiting.
