Modify the core file is not so easy.
I comment out the /wp-admin/includes/mu.php Line 609
/wp-admin/media-upload.php Line 15
edit & remove the NOT "!" current_user_can. (so far not sure will cause any security issue)
User still able to upload media file by manual type in link
eg: http://domain/wpmu/USER/wp-admin/media-upload.php?post_id=0&TB_iframe=true&width=640&height=529
if I change the upload option in admin backend panel set upload 0 KB, the user are not able to restore and import their wordpress xml backup.
Do u have any idea to disable Upload feature in MU 2.7 ? thanks.

I don't know 100% on 2.7 as I've made so many core changes I can't update anymore!
but in 2.6.5 under your options in Site Admin you can see this:
Upload media button
Images
Videos
Music
just uncheck all of the boxes and then under Upload File Types remove all the extension names.
This should block the user from being allowed to upload anything... I think!

Thanks, I should think the same way.
allow one file type (xml) to let user import their backup.

why dont u setup localhost to test new mu, u can upload core file once all changes are made. Frankly spking, there is headache for every time upgrade, too many dependencies.
but I'm loving it - wpmu (smile)
