WordPress MU

I'd like to disable admin bar and remove the option to enable it for the member blogs in a MU setup, and I need to localize "Delete Blog" widget menu and page text.

Seems like I maybe just need to hardcode the language in "Delete Blog", but which file is it in? Haven't been able to find it yet.

The admin bar issue seems a tad trickyer, I'd like site admins to keep it.

Changed: I'll let the adminbar stay, but I still need to translate the "Delete Blog" widgetmenu and page text.
Which file(s) holds that, any pointers?

I like to have an option to turn this off. HELP!!!
